By the end of 2023, Salik recorded 461.4 million trips, reflecting an 11.7 percent increase from the previous year. With two new gates set to open in November, this figure is expected to rise even further. While traffic can be frustrating—especially when a journey that once took ten minutes now takes double the time—part of the reason for the delays is the increased accessibility of obtaining a driving license, a move that aligns with the city’s commitment to inclusivity and opportunity for all residents.

Previously, individuals from countries not recognized by the Roads & Transport Authority (RTA) had to undergo lessons and pass a driving test to convert their driving licenses. However, the ‘golden chance’ scheme has simplified this process for individuals from countries such as India, Pakistan, and the Philippines. Under this initiative, driving licenses and vehicle registration cards can now be delivered within two hours in Dubai and on the same day in Abu Dhabi and Sharjah.

Moreover, golden visa holders, who typically would not qualify for instant driving licenses, now have easier access. A recent rule change means that these individuals are no longer required to undergo lessons to obtain a driving license. They simply need to provide their valid home country driving license and pass the knowledge and road tests to secure a driving license in Dubai. Between January and June 2023, there was a remarkable 52 percent year-on-year increase in golden visas issued in the UAE, further contributing to the traffic situation. These initiatives have made driving in Dubai more accessible for expatriates, leading to a higher number of drivers on the road and, consequently, more traffic.

In 2024, the number of drivers employed by Dubai taxi companies has increased by 4,000, with 12,778 taxis currently in operation. Careem, along with its Hala taxi service, is also contributing to the increased number of vehicles on the road. In 2023, there were 4,700 Hala taxis available in the city. Antonio Al Asmar, General Manager for Careem in the UAE, noted in 2023, “The demand for Careem rides continues to grow as the population of Dubai increases and more tourists choose our city as their holiday destination. We are pleased to enable residents and tourists to navigate the city with ease and continue to enhance our services for both customers and drivers.”

In the summer of 2024, plans were unveiled to more than double the number of stations in the Dubai Metro by the year 2040. The RTA has already commenced work on a new Blue Metro line, which will connect the existing Red and Green lines and stretch for 30 kilometers, featuring 14 stations—seven elevated and five underground.
