Dubai’s Ambitious Transformation: The Future from 2025 to 2027
Dubai, a city renowned for its rapid evolution, is poised for a transformative journey over the next two years. His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister of the UAE, and Ruler of Dubai, has unveiled the most significant government budget in the emirate’s history. The budget for 2025 to 2027 allocates an astounding Dhs272 billion towards major infrastructure projects aimed at revolutionizing the city’s traffic dynamics and enhancing overall quality of life.
This substantial investment has already been earmarked for several groundbreaking city projects. With this budget, the government aims to address pressing urban challenges and improve living standards for residents and visitors alike.
What Will the Record-Breaking Dubai Budget Be Spent On?
Sheikh Mohammed announced that 46 percent of the budget will be dedicated to vital infrastructure developments, including roads, bridges, energy systems, and drainage networks. A key highlight is the ambitious revamp of Al Maktoum International Airport, which is set to become a major global aviation hub. Additional projects include the construction of new tunnels, transportation networks, sewage treatment facilities, and green parks.
Dubai Budget: Roads and Bridges
Dubai’s traffic congestion has long been a challenge, particularly during peak hours. The Roads and Transport Authority (RTA) has been actively working on various initiatives to alleviate this issue. A notable advancement is the recently completed Al Khail Road Improvement Project, which has successfully reduced travel times for approximately 1.5 million commuters.
Dubai Budget: New Drainage Networks
Another critical area of focus is the city’s drainage system. Heavy rainfall has historically posed significant challenges for Dubai, particularly during severe storms. The unprecedented storm in April highlighted the urgent need for improvements in drainage infrastructure. In response, the city has approved a comprehensive Dhs30 billion drainage overhaul to enhance the city’s resilience against future climate-related emergencies.
Dubai Budget: Al Maktoum International Airport
Al Maktoum International Airport is on track to become the world’s largest airport by capacity, with plans for new terminals estimated at Dhs128 billion. Once completed, it will be five times the size of the existing Dubai International Airport. While the full project will take around a decade to finalize, significant funds have been allocated in this budget cycle for immediate enhancements.
Dubai Budget: Quality of Life Improvements
In addition to the substantial investment in infrastructure, the budget also allocates 30 percent of its resources to enhance the overall quality of life for residents. This funding will benefit essential services such as healthcare, sports, youth engagement, education, social development, housing, and community services.
For the first time, Sheikh Mohammed announced that the budget will operate with a surplus of 21 percent of total revenues. Projected revenue for the upcoming two years is estimated at Dhs302 billion. In a statement on social media, the ruler emphasized the importance of fostering financial sustainability within the Dubai government. Additionally, the emirate has launched a Dhs40 billion portfolio to facilitate partnerships between the public and private sectors over the past year. To further enhance public service, 6 percent of the total budget has been dedicated to supporting government excellence, creativity, innovation, and scientific research.
