The Dubai Government has initiated a forward-thinking approach by recommending flexible work hours and remote work options as a strategy to combat traffic congestion in the city. Research conducted through two comprehensive surveys by the Roads and Transport Authority (RTA) and the Dubai Government Human Resources Department has revealed that implementing these measures could significantly ease road traffic during peak hours on some of Dubai’s busiest thoroughfares.

These survey findings form an integral part of the Dubai Executive Council’s newly approved Traffic Flow Plan, which is designed not only to enhance traffic efficiency but also to improve mobility throughout the emirate. One of the key objectives of this plan is to strike a harmonious balance between business productivity and the quality of life for residents by promoting the adoption of flexible working hours and remote work policies across both public and private sectors. All businesses are encouraged to embrace these practices to help mitigate congestion on the roads.

The concept of introducing flexible work hours and remote working options has received approval as part of a broader initiative (Credit: Canva). One of the primary contributors to traffic congestion in Dubai is the daily commute to and from work. The surveys assessed how minor adjustments in the workday structure for both the private and public sectors could lead to a significant reduction in traffic congestion.

The first survey included data from 644 companies employing over 320,000 individuals, while the second survey focused on 12,000 employees from the private sector. Results indicated that the implementation of flexible working hours—allowing for a two-hour window for starting the workday—and the option for remote work, enabling employees to work from home four to five days a month, could result in a 30 percent decrease in morning peak travel times across Dubai. For instance, if 20 percent of employees opted for remote work, traffic on Sheikh Zayed Road could decrease by approximately 9.8 percent, and 8.4 percent on Al Khail Road. Furthermore, the introduction of flexible working hours alone could lead to a reduction of 5.7 percent on Sheikh Zayed Road and 5 percent on Al Khail Road.

According to the RTA and the Dubai Government Human Resources Department, the surveys revealed that 32 percent of private companies currently have remote work policies in place, with an additional 58 percent open to expanding these options. Moreover, 31 percent of companies have already implemented flexible working hours, with 66 percent of those not currently using this policy indicating potential for future adoption. Statistics also highlighted that 80 percent of government entities have allowed employees to work remotely twice a week. Remarkably, 80.4 percent of those who engage in flexible work arrangements believe their productivity while working remotely is on par with that of the office, and 90 percent report no issues with communication or connectivity with colleagues or supervisors.

The findings of the survey were announced on November 11, with Dubai’s leaders emphasizing that this initiative is part of a broader vision to transform Dubai into the world’s most livable city by enhancing well-being, fostering community happiness, and reducing traffic density. His Excellency Mattar Al Tayer, Commissioner General for the Infrastructure, Urban Planning, and Well-Being Pillar, expressed confidence that these policies could indeed reduce traffic congestion.

He stated, “Remote work and flexible working hours are pivotal components of our traffic demand management strategies aimed at achieving a well-balanced and integrated transportation system. These measures will help redistribute demand across different times and locations while also encouraging more sustainable transport options.” He further noted that these policies include expanding restrictions on truck movements, increasing dedicated lanes for buses and taxis, and enhancing first and last-mile solutions to incentivize residents and visitors to utilize public transport instead of private vehicles. Additionally, they support public transport usage for employees and promote carpooling initiatives.

His Excellency Abdulla Ali bin Zayed Al Falasi, Director General of the Dubai Government Human Resources (DGHR) Department, highlighted that remote work has been a crucial aspect for government entities since 2020. He remarked, “The survey results provide valuable insights into Dubai’s innovative and flexible model as a leading hub for talent, reinforcing our ongoing efforts to cultivate a world-class work environment characterized by adaptability and efficiency. The findings underscore Dubai’s readiness to respond to challenges and reflect the collaborative spirit between the public and private sectors in establishing this model, which incorporates the latest innovative practices in flexible work systems.” He noted that since its implementation within the Dubai Government in 2020, the remote work system has become a fundamental element of corporate culture across many government entities.
