The Revival of Palm Jebel Ali: An Ambitious Project Reawakens
The Palm Jebel Ali project, a hallmark of Dubai’s innovative spirit, has experienced a tumultuous journey since its inception in 2002. Initially conceived as a grand expansion of Dubai’s iconic coastline, this man-made island is set to be twice the size of the renowned Palm Jumeirah upon its completion. However, a significant pause in construction occurred after the global financial crisis in 2008, leaving the island largely dormant for nearly two decades. Yet, in a promising turn of events, property developer Nakheel announced its plans to revitalize the project, sparking renewed interest and excitement.
In May 2024, Nakheel confirmed the awarding of contracts for the commencement of critical infrastructure works, signaling the beginning of a new construction phase. Just a few months later, on August 26, a substantial update was unveiled by the Government of Dubai, announcing an impressive Dhs810 million contract for dredging, land reclamation, beach profiling, and sand placement, awarded to the Jan De Nul Group. By November 11, Nakheel took another significant step forward by launching its first villa collection on Palm Jebel Ali, dubbed The Beach Collection, featuring ten unique architectural styles tailored for this luxurious setting.
Spanning 13.4 kilometers of land, Palm Jebel Ali encompasses a development area of 10.5 million square meters, promising a stunning total of 110 kilometers of coastline and 91 kilometers of pristine beachfront. Once completed, the island is expected to accommodate about 35,000 families, aligning seamlessly with Dubai’s ambitious Urban Master Plan for 2040, which aims to boost the city’s population to 5.8 million and enhance the length of public beaches.
Why Construction Has Resumed on Palm Jebel Ali
Construction on Palm Jebel Ali came to a standstill for over a decade due to the repercussions of the 2008 global financial crisis. As 2022 approached, the future of the project seemed bleak, with concerns about a potential formal cancellation looming. However, a resurgence occurred in 2023 when Nakheel revisited the plans, actively seeking reinvestment and new partnerships to rejuvenate the project. The revival of Palm Jebel Ali is not just about construction; it represents a new urban center for Dubai, intended to serve as a major residential and leisure hub for the Expo 2020 urban district.
As of 2025, various contracts for the resumption of construction have been awarded, marking a significant step toward realizing the project’s vision. Notably, leading civil and marine contractor DBB Contracting LLC is tasked with building the public access road from Sheikh Zayed Road to Palm Jebel Ali, featuring a six-kilometer route that will connect to the new palm. Additionally, Khansaheb Civil Engineering LLC will enhance roadway and lighting on Al Hesah Street, providing a direct link to the new palm. In October 2024, a Dhs270 million contract was awarded for the construction of two substations by the Dubai Electricity and Water Authority (DEWA), which are set to align with the delivery timeline for luxury villas on the island. Furthermore, in January 2025, six distinguished international and local architects were selected to design the Beach Collection villas, indicating substantial progress on the horizon.

Real estate agents have reported heightened interest in the villas, with the first properties expected to be handed over in 2027. These homes will emphasize beach connectivity, privacy, lush greenery, and breathtaking views, embodying a seamless blend of indoor and outdoor living. Various projects have been announced for the island, including enticing names like “Celebration Village” and “Family Resort,” although detailed information about these developments remains limited.
